 <description>&lt;p&gt;Yes, Minnie, you are basically right about this.  But there is a good reason for Comic Relief&amp;#39;s behaviour.  It, like any major grant-giver, supports a lot of schemes that run over a number of years. This means that, if you want to (for example) set up a vaccination centre in Africa somewhere, Comic Relief might support you by giving a grant a part of which is paid every year for three years.  This means that Comic Relief keeps enough money in the bank to cover the cost of grant commitments it has made, but hasn&amp;#39;t yet paid out on.&lt;/p&gt;
