I'm laughing over this.
Every company, every charity and every school will use an element of spin. Pushing the information that makes them look good, not pushing less attractive information.

Many organisations like to claim credit for the work they are doing making THE difference in some change. Often its a combination of factors, maybe out of the control of the organisation anyway.

The question should be - have salmon numbers in the Wye changed at all, and if so have they gone up or down.

Just because the charity annual report tells you something, such as the fact it has improved salmon numbers in the River Wye, does not necessarily mean it is true. Spin is alive and well in this organisation.
