It is planning to achieve that by getting rough sleepers off the streets and preventing vulnerable people ending up there. It runs a broad array of projects - from supported-housing schemes to training courses - and it campaigns on issues affecting homeless people. But its annual report is disappointing, giving little idea of whether the charity is achieving its targets.
